It is not known who he is or where he came from; the identity of the man known as Legatus is an utter mystery, and will likely remain so for as long as he wears his distinctive mask. What is known is that Legatus first entered the public eye very recently, mere months after the first appearances of the pro-BOW resistance group TYRANT.
At the time, TYRANT was little more than a disparate gang of anti-establishment BOWs. Their message was one of rebellion against the oppressive and discriminatory legislations brought about by Spencer Harker as a continuation of George Sears’ anti-BOW regime, but many who spray-painted the tags of TYRANT and cited the name of Alice Abernathy resorted only to thrashing out with violence against individuals expressing anti-BOW views. The image painted by the words of Legatus in his first public appearance, when a news broadcast was mysteriously hijacked to display this unnerving masked figure seated in a featureless room, was completely different.
He declared himself a voice for the Maiden of Revolution. He promised Raccoon City, and all those watching the broadcast, that he would discharge the duty given to him by the Maiden to elevate TYRANT into an organisation that would not only speak on behalf of the disenfranchised BOW citizenry whose voices had been denied, but would make themselves heard loud and clear by the policymakers - all the way up to President Harker.
There would be no rest until the BOWs' right to live in freedom was beyond reproach.
