"They're ready for you sir," said his secretary. Harker stood up and moved around his desk and headed through the halls flanked by Jack Chambers and another of his Wolves, they were unmasked and in simple BDUs with body armor and their weapons at rest on their shoulders. He exited the building and stepped up to a podium. Much like his last address he was surrounded by members of the press and a small crowd of onlookers. There was a camera crew watching as well broadcasting to the media.
6 O'Clock News
"Good evening my friends and the people of our Union, recent events are transpiring in this city causing an outcry for more security to protect you from the likes of Tyrant and the likes of unregistered bio-altered individuals. Today I would like to announce that we have put in effect a bill to move forward with operation Closed Door and a new branch in our military has been incorporated for national security. This branch is headed by my newly appointed commander, Jackson Chambers. This branch is known as Zero Risk Security, they will have bases on the outskirts of the city as well as outposts within the city."
"They are not here to kick down your doors and raid your homes, they are here for your protection and the protection of this city. Commander Chambers will be be conducting drills outside the city and we will be transferring members of other branches into this one. Harker shifted where he stood, he had a cheerful look about him.
"In other news the testing on REGEN-29 was a success, despite the setbacks with GENTECs president committing suicide we will be releasing the drugs to our clinics soon to replace Biotene active immediately. REGEN-29 will be the first step in a brighter future for all people, altered or not.
