"There isn't going to be any rescue, we have to get out of here!"

"I mean, look at history, the presidents second man has always had a hand in something to try to get rid of him in one way or another to take over. Those were in the JFK conspiracies at least, at the end of the day we're to accept that the city is in marshal law and we're stuck doing the military's dirty work while they do wet ops. It sucks but that's the nature of it," she leaned into her palm where her arm was resting against the door.
"The DSO isn't much different, except our wet ops are usually with reason and not just because some kid altereds were protesting."
"Yeah but the DSO doesn't usually outright stop the cops from doing their jobs." He pulled off the highway as they got near the industrial area and parked his car near by. "See the red warehouse? A few months ago it was bought from some company which I'm pretty sure is a front business." He turning off the car and getting out, he double checked his equipment waited for Cassidy to get out as well. It was odd having a partner on a case, usually he did things solo, it was nice to have someone potentially watching his back.

She stepped out the car and reached into her pocket pulling out a sucker and unwrapped it putting the wrapper in her pocket and the sucker in her mouth, "makes sense, mob guys usually buy warehouses and garbage facilities, I was told it's easier to make money off those and easy to dispose of 'waste' that way. Plus they can charge interest on people storing things in warehouses and use those same warehouses to ship illegal property. Chances are, if they're smuggling people or things then that's where it would be."
She looked at him, "or do you have another assumption in mind?"
"Well we're gonna find out, I mean his M.O. did shift to smuggling Altereds sometime in 2019, though what for I've got no clue. So maybe he's already set things up here but there's only really one way to find out." He said as they started walking towards the warehouse, he walked up to one of the foremans, pulling out his badge and introducing himself.
"Detective Kennedy. What can you tell us about this place?" Tony started, "Not much, what's it to da cops?" The foreman definitely had somewhat of a brooklyn accent." Tony shrugged, "We've been getting reports of noise complaints from this area." Tony replied, the guy shrugged, "Ain't herd nuttin' bout no noise complaints. Look you'z guy'z should prolly talk to da boss, I just run da flor ya hear."
Tony looked back at Cassidy, "Is your boss in?" The foreman shook his head, "Nah, out for lanch or sumtin like dat. You'z know how it iz wit dem big wig types." Tony took a moment before reaching into his vest, noting the ever ever so slightly twitchy nature of the foreman as he pulled out his business card and the guy relaxed. "Well have your boss call us when he gets back to set up an appointment when he gets back so we can talk." Tony said and started walking away. "Yeah surez I' get right on dat." The foreman shook his head and waited until both of them turned away to rip up the card and started yelling at somebody to get back to work.

As they moved away she waiting until they were far enough out of distance to speak, "definitely not a Blue Collar worker nor a White Collar. Haven't seen anyone that jumpy when someone reached into their coat since I saw the old man gun down a mob guy in chi town a decade ago. Doubt we're getting a phone call on that one."
"Noticed a few things, a lot of the workers might be legit but there's def a bunch of guys peppered in there that weren't doing anything. Bet they're popular at the water cooler with the actual workers. They had spotters as well. What's the plan?"
"Yeah you're not wrong there. Immediately clammed up the moment I flashed my badge." He got to the car and opened his door. "Did you notice also the ones you mentioned, they were watching us pretty hard, probably ready to open fire. A few of them were altereds too." He said slipping into the car, "For now we gotta call the chief with what we might've found and see if he'll let us stake the place out for a bit. Or if he can at least put someone on it while we investigate a few different leads."

She opened her side as well and leaned against the side of the car for a moment listening before getting in when he did, "given the situation I'd bank on him putting someone else on the job of staking it out unless you're on his bad side. So far he loves me soooooooo."
Her tone was a bit playful, she was trying to get warm with him and build a bit of dynamic with him, better to be friendly as a partner than crabby like Pliskin, "We had a Cartel in Chicago that smuggled 'illegals' from here to work as human debris. King wiped that Cartel out the moment they set up shop. I remember the gunfight in the streets that night. Hell on Earth literally."
"I mean, probably? Then again the chief and everyone love throwing me tough assignments." Human Debris, it was what they were calling trafficked Bio-altereds. It had been a business for as long as he could remember his mother talking about it. It was another reason he decided to join the force, to help people like that out of their situation. "I'm hoping he puts someone else on stake out for now because there's an old crime scene I want to check out just outside of town which might have a connection with these guys."

"Got it lemme make the call then," she said and pulled out her phone dialing in directly to the stations dispatch line, "D.S.O. Number 122685, get me in with Burton please. Thank you."
"Hey chief, I need a goon squad on watch for a red warehouse in the industrial district. One sec," she looked out the car window, "Just off mission street, trust me if they miss this place they're blind. Need to know basis, don't do anything heroic we just need eyes on this place so we can check out a few leads. You're the best chief."
She hung up her phone and slid it into her top pocket of her suit jacket, "alright, what's next?"
"There was a murder near the Arklay village inn a few weeks back, It's more recent so its in our database but I want to investigate the scene and maybe question the people who own the hotel." He said as he pulled the car away and drove off, connecting back onto the freeway. "So, your mention of Human Debris brought it up to mind." He said pulling out his phone and accessing the database, he pulled up the case file and handed her his phone. "Altereds were being peddled there for... anyways one of them ends up dead a few miles away and now everything there is abandoned and at the time the hotel managers weren't saying a word."

"Of course they won't talk," she said looking over the phone, "safer to stay out of the hot seat with the guys pulling the strings than getting looped into the whole deal on a murder case for a sex worker or worse. Messed up thing is most of these alters aren't that different than you and me they're just setting off alarms because of a change in their genetics or something flowing through their veins."
"Let's check it out, do a once over and work a few people. You're too pretty to be the bad cop so I'll be the bitch cop and you be the good cop," she joked setting his phone down in the cup holder for him to take it back when he was able to, "this city is just like any other one, plus it's three times the size of old Raccoon and houses a population like New York. God knows the crime syndicates are growing here too. And with the chance of finding a hidden Umbrella vault lord knows they're digging."
"Either that or I think the managers were just scared, probably bullied into letting them use the place. It's only owned by a husband and wife." He said as they drove, he let out a sigh. "That's the world we live in now a days, these people aren't treated as people, they don't care that they have friends and family, even kids for that matter. And the kids have it just as worse, if not more so. They're naturally born with the alterations to their body and shouldn't fall victim to the treatment their getting from society."
He laughed a bit, "That's good, I usually hate playing bad cop anyways." He turned from the freeway onto the interstate which lead to the Arklay area. "As far as crime syndicates, this is really the first we've gotten, which is kind of messed up, according to the reports the members of it are all Altered, and what they're doing is just working over their own. It's messed up."

"I suppose they'll get theirs in the end, hopefully by our hands before another. Kind of messed up yeah? We're racing to give them due process because the alternative is the ZRS coming in and gunning them down on the suspicion that they're hostile and volatile," she shook her head, "makes it worse that this is one of the few truly safe places in the East. I guess property tax is going to be going down soon if people haven't already been skirting out the main city to escape into the suburbs given how dangerous the streets get."
Now that she thought about it, her apartment was in a pretty shitty location but it was cheap so she didn't really complain, "My contacts at the DSO briefed me on a few things here involving Umbrella and the city being basically built around the company as a staging ground by 1998. Kind of crazy that they basically ran the place."
"Yeah when you really dig into the history of this place you've got to wonder if history's just repeating itself but with a different company." He replied making small talk as he turned off the interstate at the Raccoon Arklay pass exit. "Like the guys that attacked the RPD, apparently they've been wiped out. There's also been rumors and random call ins about some paramilitary operation in the old decommissioned army base out in the forest but no one's gone to investigate it."
He stopped at a small light, Arklay village looked like how Raccoon used to look in in the 80's before Umbrella came in and turned it into a metropolitan area, in other words a sleepy little mountain town surrounded by forest and agriculture. "Some of the rumors though have me a little nervous, they've been seeing some sort of logo on some of the trucks and vehicles going to and from that looks like it's an Umbrella thing. Once again it's only been rumor though and no one's been able to prove it's actually happening."

"So why are we investigating the potential mob and not that," she said, "that sounds like a bigger case and much more dangerous. I get there are a lot of petty crimes and we're short handed and all but it seems like there's a lot of shady stuff going on again and we're all out of the loop."
Cassidy was watching the buildings as they drove by getting a sense of direction in case she had to come back here on her own at some point, "according to Pliskin the Devil organization that attacked you guys has completely ceased any and all activity with that rumored raid. So I'd bank on them actually being wiped out, but if they had the manpower to raid the main precinct then I can only imagine what attacked them was far worse than them."
